Art Net  
One subscriber highly recommends art.net, a cooperative based in San Jose. Artist members are responsible for the design and maintenance, etc., of their pages, but there is help available through various discussion groups, (Art & Law, help on designing pages, announcements, general discussion of art & tech, etc.) It costs $60 a year for an artist to maintain an online studio or for someone to curate an online "gallery" show.

Also ask about tutoring, which might get you started and cost less. As a student, you can get space for your page on their site and upload changes from your own computer.
